{"id":41005,"date":"2023-07-27T03:08:02","date_gmt":"2023-07-27T07:08:02","guid":{"rendered":"https:\/\/ifintechworld.com\/markets\/crypto\/russian-regions-welcome-digital-ruble-developments\/"},"modified":"2023-07-27T03:08:04","modified_gmt":"2023-07-27T07:08:04","slug":"russian-regions-welcome-digital-ruble-developments","status":"publish","type":"post","link":"https:\/\/ifintechworld.com\/?p=41005","title":{"rendered":"Russian Regions Welcome Digital Ruble Developments"},"content":{"rendered":"<div>\n<p>Russian regions are welcoming news that the nation\u2019s digital ruble pilot is set to officially launch on August 1, but banks and officials claim that a full CBDC rollout may not come until 2027.<\/p>\n<p>Ludmila Panina, the head of the payment systems and settlements department at the Chelyabinsk Branch of the Central Bank told Polit74,<\/p>\n<blockquote>\n<p>\u201cThe digital ruble may [roll out to] citizens on a wide scale from around 2025 to 2027.\u201d<\/p>\n<\/blockquote>\n<p>Experts have previously suggested that a full rollout may take place in 2025.<\/p>\n<p>Panina added that a \u201cfirst-stage pilot group\u201d of 13 banks would work with selected \u201cretail outlets\u201d on the digital ruble, alongside the Central Bank.<\/p>\n<p>She did not elaborate on where in the country these outlets would be located, but said they would \u201cmostly be small retailers, for example, gas stations, grocery stores, and clothing stores.\u201d<\/p>\n<p>The department chief said the coin would be used for \u201cpaying for purchases and services using a QR code,\u201d much like the Chinese digital yuan.<\/p>\n<p>Panina concluded:<\/p>\n<blockquote>\n<p>\u201cIn the future, the range of operations will be expanded.\u201d<\/p>\n<\/blockquote>\n<p>Chelyabinsk is located in Russia\u2019s West-Central region, just east of the Ural Mountains.<\/p>\n<p>This could suggest that Moscow is looking to follow China\u2019s CBDC rollout lead.<\/p>\n<p>Beijing has sought to create an ever-expanding CBDC pilot zone, rather than impose a hard rollout date.<\/p>\n<h2>Russian Regions \u2013 When Will They Use Digital Ruble?<\/h2>\n<p>Similar comments were made by Larisa Zelenova, the Business Development Director of Rosbank\u2019s Omsk operations, in an interview with Om1.<\/p>\n<p>When asked when Omsk residents would be able to \u201cactively use\u201d the digital ruble, Zelenova replied that there were still \u201cno plans\u201d to \u201crush to implement a large-scale project.\u201d<\/p>\n<p>In a statement similarly worded to Panina\u2019s, Zelenova explained that \u201cin the future,\u201d the digital ruble\u2019s \u201crange of operations will be expanded.\u201d<\/p>\n<p>The Minister of Finance of the Chechen Republic Sultan Tagaev said that \u201clegislative support\u201d was the only thing holding back the launch of a pilot digital ruble in Chechnya.<\/p>\n<p>Chechnya Today quoted the minister as stating:<\/p>\n<blockquote>\n<p>\u201cInnovations are always perceived ambiguously.
